FAQ – Frequently Asked Questions

Certification is an essential form of recognition for processes in which the human element plays a critical role in achieving ‘credible’ results. A certified professional is a guarantee of specific training, complemented by professional experience in the sector, proven professionalism and competence – understood as a combination of knowledge, skills and aptitudes necessary for the proper performance of the tasks assigned.

The certification is issued by a certification body which assesses and verifies individuals’ knowledge, skills and competence in accordance with pre-established standards.

For certified property valuers, this represents a significant expansion of their operational scope, enabling them to reach a wider range of clients who are increasingly keen to engage certified professionals, such as:

  • courts and bodies within the judicial sector in relation to commercial litigation and enforcement proceedings, which expressly stipulate the content of the valuation report and the expert’s duties;
  • public bodies and other parties requiring a valuation report from the Court-Appointed Technical Expert (C.T.U.) and the Party-Appointed Technical Expert (C.T.P.) in relation to legal disputes and the division of estates and assets;
  • private individuals who wish to sell or purchase a property or a business, or who wish to find out the value of a specific property asset;
  • various parties involved in appeals before the Tax Commission;
  • property funds and investment funds (pension funds, opportunistic funds, etc.);
  • companies, for the purposes of quantifying the value of assets when preparing financial statements;
  • banks and lenders (including leasing companies) on the basis of the valuation of the properties serving as security for credit exposures;
  • businesses (agricultural, craft, commercial, etc.) in line with business planning.

For the block of flats administrator, the aim is to certify a professional who – in addition to meeting the basic requirements set out in the aforementioned UNI 10801:2016 standard – possesses the knowledge and skills necessary to tackle the complex challenges of the market for maintenance and services relating to spaces and people, maximising the efficiency and cost-effectiveness of the building system through an appropriate balance between individual needs, the structural requirements of the property itself and those of the surrounding environment.

For the BIM Expert, the aim is to certify a professional in one of the following roles: data sharing environment manager (CDE manager); digitalised processes manager (BIM manager); project information flow coordinator (BIM coordinator); and advanced information management and modelling specialist (BIM specialist).

As provided for in clause 8 of UNI 11337-5, depending on the complexity of the organisational structure of clients and contractors, the professional roles within the digital process may also be fulfilled by a single individual.

The property valuer certification may be issued by accredited personnel certification bodies (Accredia) in accordance with the UNI CEI EN ISO/IEC 17024:2012 standard, with reference to property valuers as defined by the UNI 11558:2014 standard and the relevant guidance document UNI/PdR 19:2016. Inarcheck has held this accreditation since July 2015.

Certification as a block of flats administrator may be issued by accredited personnel certification bodies (Accredia) in accordance with the UNI CEI EN ISO/IEC 17024:2012 standard, with reference to block of flats administrators as set out in the UNI 10801:2016 standard. Inarcheck has held this accreditation since July 2019.

The BIM Expert certification may be issued by accredited personnel certification bodies (Accredia) in accordance with the UNI CEI EN ISO/IEC 17024:2012 standard, with reference to BIM Experts as defined in the UNI 11337-7:2018 standard. Inarcheck has held this accreditation since January 2022.

There are two levels of certification, determined on the basis of the valuation methods normally applied and recognised at national and international level:

  • Basic-Level Property Valuer (ICK/SC001 VIMCA) – Valuation of properties involving valuation methods where the value can be calculated using the market comparison approach (excluding the criteria applicable to mass valuations), the direct capitalisation method or the cost approach;
  • Advanced Property Valuer (ICK/SC002 VIPRO) – Valuation of all types of property, including the use of complex financial methods such as capitalisation and discounted cash flow.

The Property Valuer qualification is obtained by passing a written examination, divided into two papers covering the content of clause 5.2 of UNI 11558:2014, as described below.

  • First written examination (duration: 120 minutes) (Examination A):
    – 20 multiple-choice questions of a general nature, on the topics specified in section 5.1 of UNI 11558, with three answer options for each question (Part A.1);
    – 5 exercises with multiple-choice answers supported by calculated evidence, on topics not covered in the case study (exam b), relating to the subjects specified in section 5.2 of UNI 11558:2014, with three answer options for each question (part a.2);
  • Second written paper (duration: 120 minutes), specific to the Advanced Level (Paper B):
    – analysis and solution of one case study to be worked out using calculations, based on a set of instructions leading to unambiguous results (three multiple-choice answers, one of which is correct).

The certification as a block of flats administrator is obtained by passing a written examination and an oral examination, as described below.

  • A written examination (lasting two hours) to assess knowledge, consisting of a written test comprising forty (40) multiple-choice questions. For each question, at least three (3) answer options are provided, of which only one (1) is correct. The questions are based on the activities referred to in point 4 of the UNI 10801:2016 standard, as set out in Chapter 7 of this outline.
  • An oral examination to clarify any uncertainties identified in the written papers, to assess the level of knowledge acquired by the candidate and to evaluate soft skills (such as conflict management, mediation and communication). The oral examination consists of at least three (3) questions.

The BIM Expert certification is awarded following a structured examination, in accordance with the provisions of clause 6.7.2 of UNI/PdR 78:2020, based on the following three tests.

  • Written examination: a multiple-choice test. The examination consists of a total of 30 questions relating to information management as applied to the specific professional profile and, for the BIM Specialist, also to the disciplinary field of BIM modelling (Architecture, Structures, Services, Infrastructure). Each question has three possible answers, only one of which is correct, whilst the others are incorrect or incomplete (‘true/false’ questions are excluded). The thirty questions must be selected from a database of at least sixty questions. The maximum time allowed for the examination is 60 minutes.
  • Practical test: a case study tailored to each professional role. The practical test is designed to assess the candidate’s ability to use the IT tool. The maximum time allowed for the test is 2 hours
  • Oral examination: an individual discussion with the examination board lasting 30 minutes, during which the results of the written and practical examinations are also discussed. The oral examination is necessary to clarify any uncertainties identified in the written examinations and/or to assess the level of knowledge acquired by the candidate.

Cassa Geometri provides its members with a grant of €200.00 to cover the cost of sitting the exam.

Applicants wishing to sit the examination must:

  • pay the registration fee for the certification process;
  • complete the certification application form with your details; the form is available on the website, in the ‘Document Downloads’ section;
